What is state preemption?
State “preemption” laws are designed to prevent or “preempt” local governments from passing or enforcing legislation related to a particular subject matter. Additionally, the federal government can preempt states from enacting specific laws or override state laws that are contradictory to federal law.

Recent information, published as part of the U.S. Department of Agriculture’s (USDA) budget request for Fiscal Year 2021, reveals a steep decline in actions taken against commercial breeders (a.k.a., puppy mills) in 2019.
UPDATE: Union County Sheriff’s Office, ASPCA Announce Charges in Florida Animal Cruelty Case
Lake Butler, Fla.—With support from the ASPCA® (The American Society for the Prevention of Cruelty to Animals®), the Union County Sheriff’s Office (UCSO) and local prosecutors today announce 28 counts of animal cruelty charges against Mr. Robin L. Deen and Mrs. Marie H. Deen of Lake Butler, who were arrested and first appeared today. The charges included 28 counts of animal cruelty and three counts of confinement of animals with insufficient food, water or air.

ASPCA Commends New Jersey Lawmakers for Passing Bill to Ban Pet Leasing
