As the Chief Program Officer, Bert Troughton leads programs that deliver sheltering, veterinary care, relocation and support services for animals and pet owners at the ASPCA. Her portfolio includes Veterinary Medicine, Animal Behavior, Community-Centered Medicine, Shelter & Rehabilitation Operations, Shelter Services and new initiatives.

A social worker by training and ethos, Bert has spent her career bringing people together to drive transformation in animal welfare. She launched ASPCApro, a comprehensive website and resource hub for animal welfare professionals, created the ASPCA Rachael Ray $100K Challenge to inspire community-driven adoption innovation, and helped publish key veterinary guidelines in the Journal of the American Veterinary Medical Association.

Bert previously served as CEO of Monadnock Humane Society, leading its evolution into a beloved community resource. Her work at the ASPCA continues to shape animal sheltering, accessible care, equine adoption and organizational strategy. She holds a master’s degree in social work from the University of Connecticut and advanced certifications in psychotherapy, family therapy and nonprofit management.

As Chief Policy Officer at the ASPCA, Stacy Wolf leads national efforts to combat animal cruelty, strengthen legal protections and drive systemic change for animals. Overseeing Government Relations, Farm Animal Welfare & Industry Engagement, Legal Advocacy, National Field and Disaster Response, Grants and Cruelty Response — including Humane Law Enforcement, Forensic Sciences and Criminal Practice & Investigations — Stacy’s teams respond to cruelty, support disaster relief, advocate for stronger legal and policy protections for animals, and help keep people and pets together.

Since joining the ASPCA in 1998, Stacy has advanced pivotal state and national laws, helped launch the ASPCA–NYPD partnership, and created the Legal Advocacy Department to support prosecutors and pursue precedent-setting litigation. A former public defender, she has long championed justice for both people and animals.

Stacy earned her J.D. from Hofstra University and B.A. from SUNY Buffalo.

Todd Hendricks serves as Chief Development Officer at the ASPCA, where he oversees all fundraising operations as well as ASPCA Poison Control and client and member support. He plays a central role in advancing the ASPCA’s mission by driving strategic growth, cultivating donor engagement, and ensuring critical resources reach the animals and communities that need them most.

Todd has been instrumental in building a high-performing development team, strengthening national fundraising capacity and helping to establish the ASPCA as one of the most trusted and effective animal welfare organizations in the country.

Before joining the ASPCA, Todd worked at O’Brien, McConnell & Pearson, a Washington, D.C.–based fundraising and communications consulting firm. He began his career at Amicus Publishing Company. Todd is a graduate of Bradley University.

Elizabeth Estroff is Chief Communications Officer at the ASPCA, where she leads internal, external and marketing communications, shaping strategies that elevate the organization’s mission and impact. Since joining in 2010, she has advanced national visibility through traditional and social media, branding, and public engagement campaigns while overseeing staff engagement initiatives and the creation of communications resources for animal welfare professionals nationwide.

Previously, Elizabeth was Senior Vice President of Corporate Communications at Martha Stewart Living Omnimedia, overseeing public relations, internal communications and brand messaging. Prior to that, she held leadership roles at tech media company Ziff Davis Media. She kicked off her career as a journalist and research analyst.

Elizabeth serves as Chair of the Board of Directors of The STEM Alliance, a nonprofit dedicated to increasing access to STEM education. She holds a B.A. in English from Lehigh University.

Cheryl Bucci serves as Chief Operations Officer at the ASPCA, where she leads People, Strategy, Information Technology, and Facilities and Fleet Management. Since joining the ASPCA in 2015 as VP of Human Resources, Cheryl has played a key role in building a mission-driven culture and supporting staff across the organization.

Before the ASPCA, Cheryl was VP of Talent at Teach for All, where she built the global talent function from the ground up, helping the organization grow from 15 to 120 staff across 17 countries. She also held HR roles at PepsiCo, gaining deep experience in organizational development and employee engagement.

Cheryl holds a B.A. in history from Columbia University and an M.A. in social-organizational psychology from Teachers College, Columbia University.

Beverly Jones is Chief Legal Officer of the ASPCA, providing strategic legal counsel on a wide range of issues including contracts, tax, litigation, intellectual property, labor and employment, lobbying, political activity and animal welfare law. Since joining the ASPCA in 2009, she has been a trusted advisor on complex legal and regulatory matters that are central to advancing the organization’s mission.

Beverly has also contributed to the broader field of animal law as an Adjunct Assistant Professor at the University of Florida, where she taught veterinarians and forensic scientists, and as a contributor to the American Bar Association’s Guide to Representing Animal Protection Organizations.

Earlier in her career, she served as Associate General Counsel at the Vera Institute of Justice and as an attorney at Preston Gates & Ellis (now K&L Gates). Beverly holds degrees from Smith College, Yale Law School and Villanova University Law School.
