The ASPCA believes that the adoption or purchase of a companion animal should be undertaken by individuals who are fully committed to responsible and compassionate lifetime care for the animal. Children under eighteen should not adopt or purchase an animal on their own, but rather should be accompanied by a responsible parent or guardian who is legally authorized to enter into an adoption contract and who will assume primary responsibility for all aspects of the animal’s care. Companion animals should not be acquired impulsively, nor should they be offered as prizes.
