ASPCA NYC Regional Programs


On the local level, the ASPCA supports the human/companion animal bond and fights cruelty to animals through the following key departments: Animal Cruelty/Humane Law Enforcement, Animal Placement, ASPCA Cares’ Mobile Spay/Neuter Clinic, the Bergh Memorial Animal Hospital, Counseling Services, and Government Affairs and Public Policy.

0.2.1    Animal Cruelty/Humane Law Enforcement
The ASPCA’s Humane Law Enforcement agents inspect, rescue, and, when warranted, make arrests to protect animals within New York State. The ASPCA’s 19 agents conduct investigations based on calls from the public or other humane organizations about incidents of animal cruelty, neglect, or abandonment. The uniformed and plainclothes men and women, featured each week on Animal Planet’s Animal Precinct, investigate more than 5,000 cases per year and issue summonses to or arrest more than 300 people per year. 0.2.2    ASPCA Animal Placement 
Individuals wishing to adopt an animal may visit the ASPCA’s Manhattan headquarters at 424 East 92nd Street (between First and York Avenues). Adoption hours are Monday through Saturday from 11:00 A.M. to 7:00 P.M., and Sunday from 11:00 A.M. to 5:00 P.M. Click here for more information about what documentation is needed in order to adopt. 0.2.3    ASPCA Mobile Spay/Neuter Clinic 
The ASPCA offers free and low-cost spay and neuter services and rabies vaccinations six days a week in New York City’s five boroughs. Canine and feline vaccinations are given on Saturdays to animals who are spayed and neutered. E-mail cares@aspca.org.

0.2.4    Bergh Memorial Animal Hospital 
Located at the ASPCA’s New York City headquarters at 424 East 92nd Street, the Bergh Memorial Animal Hospital is a small-animal medical facility that offers veterinary evaluations, diagnostic tests, vaccinations, radiology, spaying/neutering, dentistry and biopsies. 0.2.5    Counseling Services
The ASPCA Counseling  Department provides Delta Society Pet Partner™ training and certification for people who believe their dog or cat would enjoy providing animal assisted therapy for people in nursing homes and hospitals in New York City.

0.2.6    Government Affairs and Public Policy 
The department of attorneys and legislative experts analyzes and drafts legislation, helps implement public policies benefiting animals and lobbies for the passage of legislation in New York City as well as on the federal level. The department is currently working on an omnibus animal care, control and regulation bill for the City of New York.
