Senior Director, Field Investigation and Response

Job Summary:
The Senior Director of Field Investigations and Response (FIR) works to formulate and manage the strategic direction of the FIR program. The Senior Director provides oversight for all FIR activities and programs including overseeing operations and teams that investigate cruelty cases outside of NYC and response to requests for assistance in large scale cruelty cases and disasters. This position is responsible for managing the program including strategic planning, and budget development and oversight.
Duties:
- Provide Strategic Direction and Oversight for Disaster Readiness program including response and preparedness efforts.
- Plan and administer budget for Disaster Readiness Department.
- Work with field teams, Forensic Veterinarians, and HLE departments to develop standard operating procedures for crime scene management, case response, and other activities that will make ASPCA responses efficient and effective.
- Supervise and motivate lead investigator, disaster manager, and operations manager and other managers within the Field staff.
- Develop partnerships and maintain relationships with humane societies, animal control agencies, government officials, law enforcement officials, and district attorneys building networks and engendering trust.
- Actively market our services and program to agencies.
- Oversee the development of MOU’s with partner organizations.
- Provide direction and oversight for ASPCA grant funding in the areas of cruelty investigations (outside of NYC) and disasters.
- Work with Media and Communications teams to develop and manage protocols related to media in the field, fundraising for operations, and filming guidelines.
- Participate in fundraising events and major donor cultivation activities.
- Provide leadership and represent the ASPCA at professional meetings, conferences, and trainings.
- Develop and manage system for managing incoming cruelty calls and requests for assistance.
- Draft agreements, presentations, articles, and other materials necessary in field response.
- Submit reports, as needed, to ASPCA and other agencies.
- Prepare and manage field response budgets.
- Assume Incident Command leadership role(s) as needed.
- Other duties as required.
Experience and Skills Required:
- Exceptional investigation and crime scene experience essential.
- 5 years experience managing both disaster and crime scenes.
- 3 years supervisory experience at minimum; 5-10 years desired.
- Strong written and verbal communication skills.
- Strong presentation skills.
- Experience pulling together diverse staff with varying skills and credentials to accomplish a task.
- Ability to work under pressure.
- Proven skills developing teams.
- Familiarly and experience drafting search warrants desired.
Knowledge/Training/Education:
- ICS training Basic Incident Command Certification – IS 100, 200, 700, 800
- Bachelor’s degree
Additional Information:
- Ability to assimilate and teach the principles of emergency field response management, Incident Command System (ICS) and the National Management System (NIMS); and writing internal reports and responding to routine requests and correspondents regarding animal issues.

- Must demonstrate professionalism, particularly while under pressure.
- Must maintain a valid driver's license in good standing; must have ability to acquire CDL license.
- Must be in excellent physical condition, and able to pass physical and psychological including drug screening.
- Must be able to work weekends and evenings, as required. Long hours may be required due to the nature of disaster and field work.
