Job Summary:
The Senior Manager of the Puppy Mills Campaign carries out campaign strategies through coordinating, managing and implementing the activities of the puppy mill campaign and tying together investigations, legislation, communications and awareness efforts. The Senior Manager of the Puppy Mills Campaign will be responsible for researching, collecting and creating documentation needed to support the campaign.
The position is part of the Strategy & Campaigns Department and reports directly to the Senior Director of the Puppy Mills Campaign.
Job Responsibilities:
- Work collaboratively with other ASPCA teams including Member Communications, Media, Government Relations, and Field Investigations and Response (FIR) to carry out strategic initiatives for addressing issues related to puppy mill cruelty.
- Conduct ongoing research and submit Freedom of Information requests to obtain information regarding commercial breeders throughout the U.S. Analyze data to identify trends, pinpoint repeat violators of laws and regulations and leverage information in a way that supports the puppy mill campaign.
- Work collaboratively with the FIR team to identify potential commercial breeders on which to focus investigation efforts. Assist the FIR team in investigations as needed, providing support and intelligence in all stages of an investigation and response.
- Work collaboratively with the Legal Advocacy team to identify and pursue litigation to curtail puppy mill abuse.
- Assist Senior Director in identifying states on which to focus legislative efforts. Assist in reviewing legislation and in creating strategy to get legislation passed or defeated.
- Assist Senior Director in identifying opportunities for regulatory change and work in partnership with the Legislative Affairs team to develop a plan for improving regulations in state and federal agencies.
- Work collaboratively with member communications and media relations staffs to present a cohesive and compelling message to the public and the ASPCA membership regarding the ASPCA's puppy mills campaign.
- Work collaboratively with the Marketing team to develop material and provide information to ASPCA teams for use in legislative initiatives, public education, and communication efforts.
- Monitor external press and current trends.
- Develop and maintain relationships with like-minded animal welfare organizations for potential joint efforts.
- Perform other functions as might be required by the Strategy & Campaigns Department.
- Some travel required.

Education:
- Bachelor’s Degree required in a relevant field
- JD, Graduate Degree in a relevant field or equivalent experience a plus
Experience:
- 2-3 years animal welfare experience required; specific puppy mill experience preferred.
- Campaign experience preferred.
- Experience dealing with government organizations and regulatory agencies required.
- Investigations experience preferred.
Knowledge Requirements:
- Knowledge of commercial breeding practices and industry operations.
- Knowledge of laws regulating commercial breeding and how to track pending legislation.
- Understanding of positions of major stakeholders, veterinary associations, and animal welfare organizations on puppy mill issues.
