Costello-Titus-Barletta Amendment to H.R. 3763
Sponsors: Reps. Ryan Costello (R-PA), Dina Titus (D-NV) and Lou Barletta (R-PA)
ASPCA Position: Support
Action Needed: None at this time.
Update--October 23, 2015: The amendment sponsor decided to hold the amendment for the time being and to work with the committee to support this language in the near future. The ASPCA will continue to work with leaders in Congress to advance protections for horses. Thank you for your help, advocates.
Each year approximately 150,000 American horses are trucked across the country to Mexico or Canada to be slaughtered for human consumption. Crowded into trailers, these horses are shipped long distances without food, water or rest. For those that survive the brutal journey, an equally horrible fate awaits. Horse slaughter is a cruel, unnecessary and predatory industry.
An amendment offered by Reps. Ryan Costello (R-PA), Dina Titus (D-NV), and Lou Barletta (R-PA) to the House highway transportation bill will curtail this vicious industry and some of its most sordid practices. This amendment would protect wild horses from slaughter and prevent the transport of any horse to slaughter unless the shipper can provide proper ownership records dating back a decade.
These restrictions will strike a severe blow to the horse slaughter industry by protecting our nation’s most vulnerable horses from slaughter.
