Joshua B. Foley of Paragould, Arkansas, is facing felony charges after investigators found a dog in his care who had severe lacerations on his neck because his collar was too tight, according to the Paragould Daily Press.
If convicted of the class D felony charge, Foley could face up to 400 hours of community service and a mandatory psychiatric or physiological evaluation.
When investigators arrived on the scene last month, they found the canine was suffering from a wound on his neck that was eight to 10 inches wide and very deep. They also noticed a bad odor and infection in the laceration.
Foley stated that he took responsibility for the condition of animal. He had chained the dog outside two months ago, and though he had noticed a sore on the canine's neck, he did not seek treatment for the animal. He is scheduled to appear in court later this month.
The American Society for the Prevention of Cruelty to Animals recommends that those who witness animal abuse contact their local authorities as soon as possible to provide them with a detailed account of what they saw.
