Animal Heroine—Meet ASPCA Special Agent Joann Sandano

If you’ve watched Animal Planet’s award-winning reality series Animal Precinct, you’ve met ASPCA Special Agent Joann Sandano. A Humane Law Enforcement Agent with the ASPCA for more than 10 years, Agent Sandano has seen it all when it comes to animal cruelty.

Growing up on Long Island, Sandano began her professional career as a volunteer animal cruelty investigator for her local SPCA—but her devotion to saving animals became evident much earlier than that. We recently had a chance to talk to her about the path that led to her to protect the animals of New York City.

Have you always had a love for animals?
Yes, I have loved animals for as long as I can remember. As a child, I was always bringing home injured birds, rabbits and other wildlife, as well as stray dogs and cats. While my parents weren’t always overjoyed at the sight of me walking through the front door with a new critter, they indulged my hobby—needless to say, we always had a menagerie of pets.

When did you first realize you wanted to become an ASPCA HLE Agent?
Well, I always had a thing for Sherlock Holmes, and when I was 10 years old, some friends and I formed the Lost Pet Detective Agency, where we tried to reunite lost pets with their guardians. I have to admit, we weren’t very good at it and would mostly search the neighborhood aimlessly for lost animals. But as an adult, as soon as I found out there was such a thing as Humane Law Enforcement, I knew it was the perfect career choice for me. I have always had an innate passion to protect those who cannot stand up for themselves—especially animals—and being a Special Agent with the ASPCA has allowed me to do just that. Plus, I get to meet furry friends on a daily basis!

Speaking of furry friends, do you currently have any pets?
Yes! I have two cats and three dogs—all of them rescues! I am a firm believer in choosing pet adoption as your first option. There are so many homeless animals sitting in shelters waiting for someone to love them—and they come in every adorable shape, size and color you could imagine!

What's the hardest part of your job?
The most difficult part of my job is the realization that some people simply lack compassion for animals. Whether it’s on purpose or through neglect, it never ceases to amaze me how cruel some people can be. I understand that not everyone will feel the same way about animals that I do, but people should have a basic respect for life.

Do you ever become attached to the animals you rescue?
I try really hard not to, but have yet to master that ability. It would be very easy for me to adopt all of the animals I save, but if I did, I'd have a zoo at home! As an ASPCA Special Agent, you really have to make sure you put your emotions aside so that you can do your job to the best of your ability, which ultimately helps more animals. We all care about what happens to the animal victims we rescue. There is really no greater feeling than to see an abused or neglected animal adopted into a forever home where they will be safe and loved.

People view you as a bit of a heroine. How does that make you feel?
I feel it is my duty to stand up to bullies, and anyone who hurts or neglects an animal is a bully in my book. That said, it’s really those people who report animal cruelty who deserve the most praise. Without them, we wouldn’t know that there is an animal in need.

Joann, you are awesome! I miss Animal Precinct too. Hope the show comes back; I started contributing to the ASPCA partly because of it. Sadly, it sounds like you and your co-workers are still very busy. Here's hoping more education and less neglect ensures less of a caseload for all of you!

Joanne your job is never ending but he satisfaction of helping is probably enough. We need to educate people on how to take care of our 4 legged friends. I am a rescue myself i now have 18 cats and 3 dogs 1 dog i rescued off of the street and he is now blind but happy. I resuce and keep all of my babies. Keep up the good work they depend on all of us for survival.

With all the animal cruelty there is out there I just wish there were more agencies like the ASPCA. It's a sad thing we need them but we do and for the animals sake they will always be there. I love the show and I as well as my wife get emotional when we see the abuse on there. Keep up the great work, the animals need you.

Basically, there is a general feeling in some areas of societly today, especially among teens, that animals are are not an important form of life. These individuals have no empathy for "NON-HUMAN" animals and eventually turn to some form of cruelty as "entertainment" or just ignorance. It is of the utmost importance that there are organizations and people such as yourself and the rest of the team that coordinate such a well-run and effective system. MAHATMA GHANDI said "The greatness of a nation and its moral progress can be judged by the way its animals are treated" Thanks for all you do to emulate that theory.

I agree with the agent 100% because the people who bully the animals for no particular reason should not have the animal in the first place because of the things that should be done to them if they are going to do harm to the animal they should be harmed the same way as the animal was physically harmed and emotionally abused as well. I am an animal lover myself and I hate seeing animals get hurt for no reason because the person will give the agent an excuse to keep the dog or cat and why it is in the condition it is in.

Joann: It is so wonderful what you do each day ..I have a rescue cat who came to us a five months of age - he and his sisters were born to a feral mom - he almost died while a kitten but fortunately Cat Rescue was able to save him..and now he;'s ours. If our apartments allowed more pets I would have more rescue cats. One problem where I live - and I know its true in other states - is that calling the humane society or other shelters is a death sentence for animals. There are too many out there; places are full - and the animals are euthanized for lack of room. We need to work hard to make every city and state a "no kill" zone for these cats and dogs.

My husband and I have seen Animal Precinct once or twice but have had to quit watching it. The cruelty endured by the animals just makes me so sad, and my husband becomes very angry with the owners. Our hats are off to Ms. Sandano and all of the others that do what she does. It takes a special human being to ingest so much evil and hatred from the world and turn it into devotion and love. Thank you for what you do--I give you a lot of credit for keeping your cool when you come across such cruel people--I know I couldn't hold back my emotions & anger, but that is why you are good at your job. My entire family rescues dogs and it will always be unfathomable to me how people can be abusive towards animals-they are missing a crucial piece of humanity. We need to push for much stricter penalities & more jail time for animal abusers.

Joann, Thanks for all you hard work and dedication. I can only image how challenging dealing with the offender's are. I used to watch your show when I was caring for my dad. He got to the place where he couldn't watch anymore though. It was just to heart breaking. I dearly love animals, and have two rescue cats. JoAnn, you and each HLE officer at AP are God- assigned Angels for those hopeless animals out there desperately needing help and love. We all can't do what you can; but we can: pray for them and you; be aware and report even suspected neglect and abuse IMMEDIATELY; support animal protection bills; and if possible, support animal rescue shelters with whatever we can afford or in volunteering help. I also strongly encourage people to expose young children to pets at an early age, encouraging love and compassion right from the beginning. I know the ASPCA has programs to educate children, this is wonderful. Let each of us do our part to support all the great things you do. You are GREAT and loved by ALL! Joann, you're one of my favorites on Animal Precinct! I can tell you really care. It's wonderful seeing helpless and hopeless animals being rescued and placed in great homes. I also like seeing the "bad guys" arrested & taken to court. Only problem is: their punishments are never harsh enough to fit the crime.

Hello Joann! What a wonderful person you are to do what you do. It must be ssooo difficult at times. You must take some horrific images home with you. Not everyone has the strength to see what you see. I worked in a veterinary clinic for two days...i lost it when a man brought in his small toy breed, matted to the skin, infested with fleas, stinking like garbage and declared that "it" be put down because he didn't want it anymore. Needless to say, i left there sobbing. The cruelty that people have inside them is just beyond me. Please keep up the great work! Do the job that some people, like myself, wish they had the courage and strength to do. Best wishes!

I only wish I had the courage to do what you do for these animals. I live in Wisconsin where there are a number of puppy mills that contribute to the problem of abuse. Legislation was finally passed just this year to regulate them. Hopefully these new laws will be enforced.

I have loved animals my whole life and I feel that God gave us diminion over animals, but not to abuse them, torture them, beat them, starve them,Etc. When I look into the evey of my Lab/Mix, rescued, I may add from being thrown out a car window at 10 weeks of age, all I see is pure love, devotion and wanting to be with me at all times. We should only be the type of person our pets think we are.

You're such a hero to us and to all those animals you give help to! ANIMAL PRECINCT does a tremendous amount to bring to peoples' awareness, the plight of so many brutally mistreated animals. Thank you, thank you! I used to rescue dogs dumped in Riverside Park in NYC -- some so thin I cried. Just returned from a trip to a South American country, where dirty, undernourished, stray dogs roam all over. It was heartbreaking -- wish there was a corresponding animal rescue movement down there!

Joann.. thank you... thank you... THANK YOU! You and your counter parts make a huge differenct in bringing to light the need for stricter laws. Those that abuse animals for their own amusement or lack of compassion are sub-human. It breaks my heart to watch the show about these abused animals but love to see the happy endings. I am a volunteer for a local shelter and for Second Chance Boxer Rescue... we all do what we can... when we can to make life better for the animals. What wonderful work you do. I watch the program and wish what few laws we have in Jacksonville, Florida would even be implemented. Police do not even stop the people who have untethered dogs in the back of trucks which carries a $500 fine. People do not know there is a leash law for cats as well as dogs because the authorities do not advertise or implement it. It makes me so angry, but in my work as a volunteer at the local shelter I just keep trying to help educate people.

Simply the BEST, Joann Sandano! I have 4 rescued kitties myself. Animals are a gift. We need to treasure them not abuse them. We need more agencies like yours. We had so many animals abandoned after Katrina it broke my heart. a lot were saved, but many animal lost their lives thanks to the storm and NO FEMA shelter that would take pets. WE had no help and no plans from the previous administration. Keep caring. I know I will.

I have no compassion for people who are cruel to animals...I would prefer the be torn up by dogs than put in prison..see how they like it. That's why I couldn't do what you do Joann..I would probably be sent to jail!! Thank you to you and all the others who save our beautiful animals. Thank you for all those who make the emotional effort to rescue poor, helpless animals. I am an unconditional animal lover and it tears me apart when I see animals abused, neglected, or dying. It is so unfair that people have the ability to hurt these animals who did nothing wrong and only want to be loved. I only wish I was rich and could just own acres of land where I could rescue and adopt all kinds of animals and provide them all a loving and safe home. We need severe punishment for people that abuse animals. We had a puppy in michigan a few months ago found beaten with a tire iron and left to die. she was a beauty and sweet but lost a leg. the man that did it also beat his girlfirend. It was her pup and if she choose to live with him that is one thing but why did she put that puppy in to that situation. He needs severe punishiment. I love my pup Missy and never let her out alone. I always watch her in her fenced yard because I worry about someone stealing her or hurting her. so they will have to take me with them if they ever try it. she is not a dog to me but a family member.

I have such respect and admiration for what you do. I am part of a rescue group here in Alabama and like previous comments, there is a serious lack of the really official SPCA groups in this state. There are so many times that our group rescues dogs and cats from cruelty and neglect from people who really should be prosecuted for animal cruelty. The laws just aren't upheld here in the deep south. We try to do our part. Thanks for all that you do in New York.

My family and I are among many families who foster rescued dogs for GRRAND (Golden Retriever Rescue and Adoption of Needy Dogs) while they recover and rehabilitate waiting for their forever families. There is a desperate need for more foster families. At this time our fosters are a mother Golden and her nine rambunctious puppies. GRRAND couldn't accept "Fern" and pups into GRRAND unless there was a foster family in place. This poor girl is afraid of everything and everyone. Please, please, if you have the room and the heart, foster and adopt rescue dogs. Their love and blossoming in your care is so rewarding.

If only there were more agencies like the one you work for across the nation. We don't have an ASPCA here but we have the Humane Society and many, many rescues. I'm the director of River City Chihuahua (and all small breeds) Rescue. Missouri is the number one state for puppy mills and we could sure use some special agents here.

It is a blessing to have people like yourself, Joann, working on the frontlines combating animal cruelty. As an animal lover, it gives me hope and a sense of peace to know that there are others that care and take action on behalf of our animal friends. I completely agree that not everyone may love animals to the extent that some of us do, but basic respect, compassion and humane treatment for the other species that inhabit our planet is imperative. Our attitude and actions towards children and animals say a great deal about us as a society. My heartfelt thanks to you and the other officers. Keep up your wonderful work!
