My Icelandic horses love apples and carrots. Are these treats safe and healthy for them?

Hi...not sure if this is the right place to ask, but I was curious about something I saw yesterday that bothered me a bit. I was walking past the carriage line in NYC on Central Park South yesterday in a driving rainstorm. Of all the horses on the line, there was only one whose driver had bothered to put even the simplest cover on his horse.
The drivers, of course, all had full raingear, and/or were sitting inside their carriages with the tops up.
It may not quite qualify as animal cruelty to make a horse stand out in the rain, but wouldn't the horses be more comfortable if they had rainsheets?
2 drivers did at least pull out & head for the barn as I passed. Those horses wanted to MOVE.
are apples and carrots and those treats okay for dogs? or just mainly horses and barn animals?
I have befriended a 42 years old horse at a Riding Academy in Middleton, MA
Since no one ever visits her ( other then the care givers at the farm, she has been largely ignored by most of the people , watching her just standing there I
felt very sad for this old horse, so I have been shredding some red delicious apples and carrots to bring her as a treat , after a few days she seems to recognize me and comes to me looking for her treats !
yesterday I was told by the caregivers that she refuses to eat her grain, could it be because she now prefers the apples and carrots ? Thanks for your answer ! Arijana
