ASPCA in the News: Queens Man Held for Dog Neglect

In New York City's first animal cruelty arrest of the year, a Queens man was charged Saturday with neglecting his three-year-old Chow Chow so badly that the dog was being strangled by a collar that had grown into her neck, officials said.
Oswald Joudan, 51, of 131-07 135th Ave., was arrested yesterday morning by the American Society for the Prevention of Cruelty to Animals and charged with one count of misdemeanor animal cruelty . If convicted, he faces up to one year in prison and a maximum fine of $2,000.
Special agents of the animal advocacy group acted on a neighbor's tip Dec. 29 to find the tan Chow Chow chained and emaciated in Joudan's backyard, said ASPCA spokesman Joseph Pentangelo.

THIS KIND OF STORY MAKES ME VERY ANGRY IF PEOPLE CAN DO THIS STUFF TO THEIR PETS WHY NOT MAKE THEM REGISTER WHERE THEY COULD NEVER OWN A PET AGAIN?? WE HAVE SEX REGISTERS AT POLICE DEPT. FOR SEXUAL OFFENDERS WHY NOT FOR PEOPLE FOUND GUILTY OF ANIMAL CRUELITY?? AND TO MAKE IT WORSE WHY NOT SEND THIS LIST TO PET STORES SO THEY CAN'T EVER OWN ANIMALS AGAIN! THESE KIND OF PEOPLE NEED HARSHER PUNISHMENTS NOT JUST FINES AND JAIL TIME. THEY SHOULD ALSO BE MADE TO VOLUNTEER AT ANY ANIMAL SHELTER. I THINK THAT MORE PEOPLE WOULD NOT BE SO MEAN TO ANIMALS IF THESE KIND OF THINGS WERE MADE AS PUNISHMENT..

For years I've been fighting a neighbor's neglect of every animal they've ever owned. I've been to court about it but in this woefully inadequate injustice system, no help waas ever granted the animals. Repeated calls to our local animal shelter reporting the neglect of their collie only prompted these cruel animal owners to sic the local police on me for "stealing" their dog. I have horror stories out the whazoo about these people, yet they still own the collie. There seems to be nothing anyone can do to rescue him, & my heart breaks that there seems to be such indifference even in our courts.

A dog was just found in the Detroit area frozen to death - and frozen to the floor of his doghouse. I've also heard a rumor about a breeder in Fillmore, NY whose dogs were frozen to the cement in her kennel runs when some pipes burst and did some serious damage to themselves, trying to free themselves. I can't get anyone to check on them, though, and I'm nearly a thousand miles away.
I know I am here and only a 14 year old girl but this makes me sick! I hate that poeple do that to there dogs and any other animal! Its terrible! If me a 14 year old can figure out ti is wrong then why can't some adults? It makes no sense but I want to be one of those people who work for the ASPCA and finds and end to this! I may have a long way to go but if i know it at my age right now that is bad and I am looking at different things and thinking of different ways to someday end this then when I do become part of the ASPCA I will make a great part of the team. And then have many ideas to help the world and make the world better for animals!
This I promise I will work hard to stop things ,like what happend to this dog, that hurt or kill animals!
Ya Its Pretty bad what some people can do,I get all my animals from Animals Shelters,I got my First dog Apollo *German Shepard Huskey* From a Animals Shelter He was Chained up outside and left to Die Until the animal Shelter Found him,I got My Cat Malibou well....I would say Took my Cat Malibou from ppl Who had Over 10 Cats n 2 dogs That were Never Fed I used to buy food n stick it in there for the cats During school and throw dog Treats/Food for the Dogs During School Because the school Playground was right by the house I later just took the Cat it was a Kitten then i took her Because she had a Broken Leg.
ignorance is bliss...isnt it? i would hope that once they're caught, their names are put in the city's records, they say on the show that these people are not allowed to own pets for x amount of years after their arrest. anyways, i was curious if anyone knows...when a person is found guilty of animal abuse/cruelty, do they pay restitution?

i agree with all of you, also i report the tiniest thing, even if i'm not sure...a dog tied up in the yard or in a car on a 90 degree day, a cat lost in a parking garage, even a goldfish left in a building over the summer months, i have a big heart! i believe all animal lovers are angels walking the earth!
LETS DO SOMETHING ABOUT IT!! Isn't there some way that “WE THE PEOPLE” can get a BILL PASSED against Animal Abuse? The law for animals should be the same as Child abuse laws? They are just as innocent. Im not politically educated but WE need to fix this. Any Senator’s lawyers, political people out there that can tell us what we need to do? ASPCA does a great job as much as they are allowed to do by law. Lets get a bill passed so they can really do what they put out to do. WE need to make it a LAW like child abuse! We are the one’s with the power to change this. LETS do it!
I have reported so many animal cruelty acts and nobody can do anything about it. The Law protects the owner. I witnessed a Doberman Pincher choke to death because when I went to his house in “Silver Lake, CA” and knocked on his door to let him, the (Spanish speaking strong accent owner, incase you know him) I let him know that his dog who was kept in his back yard is chocking. He, very angry told me that its none of my business and to stay away from his house. He didn’t even go check on the dog. I called animal cruelty in CA. No emergency action was taken. A day went by before they could respond. Then when I called to find out why nothing was done yet. They said when they went to the house the people didn’t answer the door so by law they couldn’t rescue the dog. THATS CRAZY! that LAW NEEDS TO CHANGE! This dog by the way was kept in the back yard never let in with another Doberman in Flooding Rain or 110 degree sun shine.
After 2 days I heard the little 6-year-old girl (of the owner) go outside and said. “Mom something’s wrong with Angel” she’s just laying here all bloated and her eye’s are open.” A little boy said “Gross she’s dead…look at how bloated she is.” The other Doberman was still ok. What a thing for kids to see also. I cried for weeks…I couldn’t do a thing to save that poor dog. What kind of human could do such a thing? Im sure some of you may have heard about the abuse in Santa Clarita, CA where a man had a puppy mill. Over 200 animals were victims of cruelty. They had no shelter. Again chilling cold rain to 120-degree hot sun with no water no food. In cages with no roof and couldn’t even try to help themselves. Puppy’s drowned in rain puddles; there was mange, starvation and death. AND THIS MAN WAS REPORTED REPEATEDLY! with nothing done. HOW IS THAT OK? WE NEED TO CHANGE THE LAW!
Protect the owners...What kind of human can treat animals like this? The kind that could probably murder people or abuse children. They are a menace to society and need to be imprisoned.
WE THE PEOPLE, NEED TO CHANGE THE LAW! HELP PLEASE! How do we get a bill passed to have EXCELLENT animal protection. As good as THE CHILD ABUSE LAWS?

to the people of the delano area. please be aware of the scumbag Jimmy Fox. he used anti-freeze to poison his neighbor little cat. he put the poison in a bowl of milk and set it out in his yard. the scumbag is nothing but an evil piece of scrap. he is not even human. just a demon. pure evil. then of course like the coward he is he lied to the cops, but they got the bowl of milk and took it with them. Its a sad story. the neighbor was fighting cancer and the little white cat was his only companion and gave him a reason to fight. every time i thing of this my eyes tear up, such as now. ask for justic to come to Jimmy Fox.
HOW DO I REPORT ANIMAL NEGLECT ON SOMEONE ON MY BLOCK? THE BLOCK ONLY HAS 8 HOUSES ON IT SO NOT TOO HARD TO FIGURE OUT IT'S ME. 23 YR. OLD GIRL WITH AN 8MOS BABY AND A 9MOS OLD SPAYED PITT BULL WHO IS VERY HYPER AND FRIENDLY, BUT THE GIRL IS IRRESPONSIBLE AND IS GONE WITH HER BABY THIS WEEK FROM TUES MORN. UNTIL TODAY, ONLY STOPPING IN THE HOUSE TO FEED THE DOG 1 TIME THIS WEEK. THE DOG IS IN A 36" DOG CRATE RELIEVING HERSELF IN THE CAGE WITH NO FOOD AND WATER. I CALLED THE LOCAL SHELTER BUT THEY WONT GO IN THE APARTMENT TO GET THE DOG. NOW WHAT? PLEASE TELL ME WHAT TO DO. I CANT TAKE THE DOG BECAUSE I JUST RESCUED 2 HUSKIES AND I ALSO HAVE 2 CATS I TOOK OFF THE STREET. THANK YOU.
