Animals Can’t Dial 911, But You Can

Animal cruelty is a crime in every state. And one of the most important actions you can take is to report suspicious behavior. But who do you call? Great question. The police department that covers your city is required to investigate complaints of animal cruelty. There may also be an animal control agency or humane society who conducts these investigations. But regardless of who handles the case, chances are without your phone call the abuse will go unreported.

“By making a complaint to the police or humane society in your area—you can even do so anonymously—you are making sure that animals in need are rescued and that perpetrators are brought to justice,” says ASPCA Special Agent Joann Sandano.

If you live in New York City, you can file your complaints directly with the ASPCA Humane Law Enforcement department, at (212) 876-7700, ext. 4450, or humanel@aspca.org. To find contact information for your local shelter, visit the ASPCA's searchable shelter database.

    I tried to report animal cruelty in Rhode Island and NO ONE would help me! I called everywhere including the police dept, they referred me to a shelter and that lady said they could not investigate. I think the ASPCA should have a nationwide number for us to call when we can't get the local authorities to help. I am still angry over this because of that poor dog being chained the way he was and there was nothing I could do!

    Why can't the ASPCA investigate these claims from the people on this page. If you really want to help animals then investigate the police and the dog wardens in these communities. The ASPCA of all animal groups should be able to help these people. I pray for all of the abused animals!

    If calling 911 fails to stop animal abuse due to police inaction\indifference\incompetence, report the animal abusers as tax cheats to the I.R.S., report the animal abusers to the F.B.I. and Homeland Security and indicate that there is suspicious behavior occurring that involves terrorism, report the animal abusers to the local media as being involved in child pornography. More than likely, the animal abusers are guilty of participating in at least one criminal activity in addition to animal cruelty, so chances are good that the abusers will spend a long, long time in prison...where they will receive the same "special treatment" they inflicted on defenseless animals.

    If the police don't show, maybe the local animal shelter or humane society will put in a call to the local radio or television station. Police don't like bad press! Neither do animal abusers. There's power in the pen. Try writing a letter to the local newspaper editor, or even writing a report, with a photo or two for the newspaper to choose from.

    My mother-in-law was having a huge problem with her neighbors dogs last summer. They were in a small "pack" and wewere killing her outside cats. They got into her shed and destroyed some things that were irreplaceable bc of a renovation they were doing. They'd lay in her yard and stare at the house. We think they were being mistreated at home. Anyway, she called the dog warden several times but he only worked a few hours a week. When she did get through to him he said if the dogs had their tags there was nothing he could do. She called the police and they told her to call the dog warden. One of the county commissioners told her that if she felt threatened by them she could "take care if it herself". She would never do that. One time the dog warden actually went to the neighbors about the dogs and he said the kids were were playing with the dogs and he per them and they didn't seem like a threat. All his visit did was infuriate the owners that they got the dog warden called and now in addition to fearing the dogs, my mother-in-law is fearful that these people will retaliate. She has pictures of the property damage and a few of her mutilated cats. What does a person do now.

    Our neighbor has 6-8 dogs that are poorly cared for. Some run loose, some are tied up in an old mobile home and live in their own waste. They are never neutered and have litters often. Some get run over and others mysteriously disappear. We have problems with them coming onto our property and causing damage, as well as dragging trash over. Local authorities do nothing and tell us to just take pictures of the damage then shoot the dogs! We are not going to shoot the dogs - it isn't their fault. Our county has no animal control laws or enforcement.

    Seriously, where I live the police never do a thing when I make a call to them regarding animal cruelty/neglect. All they do is pass the buck and make excuses. I called about 3 dogs left in a van on a hot, sunny day for at least half an hour in a store parking lot. They were supposed to send someone out to look into it...guess what, never showed up. Also, when I do make calls to the police they have been rude and try to make excuses up for what is going on with the animal. It's like they are trying to make me feel bad for calling them. Very frustrating to say the least!!!

    Reading the posts I am so mad right now that a couple of these people have tried to get in touch with the cops and the cops do nothing. One person ssid that the cops told her friend that it wasn't abuse that a man was beating his dog. Well then why is it a crime if someone hurts or kills their k9 dogs. I mean they are dogs right? Being K9 doesn't make it human it is a dog just like the one being beaten. This isn't right and I know in most place there is not enough cops for other complaints but animals are a living thing just like us and they have feelings to and feel pain just as we do. So I applaud to these people that stood their ground with the cops till something was done. GREAT JOB!

    Contact your local news station if the cops won't intervene or set up a nanny camera and catch him! This makes me sick this abuse needs to stop!

    As the article mentions, it is a crime in all 50 states. If the police say they will not come, remind them the conversation is being recorded, and they are refusing to investigate a crime. Which is known as dereliction of duty. Which can cause them to be charged themselves. It worked for me when I called. The response was amazingly prompt and saved the animal's life.

    I have called the police to report a dog that needed help but was told they couldn't do anything until animal control came on two days later.

    Just had a bad experience w/ that here in our state of NC...my friend called 911 when she saw a dog across the street being abused, being beat by the man that "owns" the dog....the police said it wasn't abuse...they didn't even bother to come. With persistence between me and her, they sent animal control out but or course did not see any outward abuse while there. ....we feel helpless.

    I am very glad that I read today's blog entry / article. I know that animal cruelty is a crime, but was unaware that I have the power to call the police department directly if I see any foul play towards animals. Thanks for the information!!

    If I see a dog without proper shelter, I will call the local animal control. Once I called about a dog tied to a tree in the hot sun with no shelter or water.
