Job Summary:
This position performs human resources generalist duties and assists with Recruiting and Employee/Labor Relations tasks at locations within the three boroughs of New York City, with primary responsibility for the Long Island City and Queens office locations. Manages all ASPCA Worker’s Compensation cases; and provides team development training for all Long Island City Staff.
Job Responsibilities:
Recruiting/Employment
- Manages the recruiting process for the Long Island City and Queens office including managing a requisition process that ensures each new job is accompanied by a corresponding job description and compensation range; and that all new positions fall within established budgetary guidelines with approvals from the appropriate Vice President.
- Accountable for ensuring that all job openings are effectively communicated to both internal and external potential candidates through the use of the external job boards, ASPCA website, employee intranet, and paper job listings (posted throughout various NYC facilities). Tracks and charges each department for incurred employment related advertising fees.
- Screening and selecting most qualified candidates by matching job requirements to applicant skills and qualifications. Distributes resumes to hiring managers, sets up and conducts screening interviews and functions as liaison between candidates and department hiring manager.
- Directs the on boarding processes by creating and sending out acceptance letters, facilitating the orientation process, and directing both the background check and telephone reference check process.
- Ensures all ASPCA employment policies and practices comply with EEOC guidelines.
Employee Relations
- Provides advice to management and staff on a broad range of issues including managing performance issues, attendance problems and interpersonal communication.
- Assists supervisors with coaching and conflict resolution interventions for individual employees and teams.
- Responsible for directing and/or conducting confidential investigations into issues of wrong doing such as harassment, theft, or other policy violations.
- Counsels managers and employees in applicable HR related laws/compliance; including interpretation and compliance of collective bargaining agreements, recruiting compliance and interviewing techniques.
- Administers all aspects of employee terminations including: conducting employee termination discussions; informing departing employees of benefits termination and COBRA election rights; collecting ASPCA property; and conducting exit interviews.
- Consistently protects confidentiality of individuals, while representing the interests of the ASPCA at all times.

Training/Team Building:
- Assists in researching and developing training including: management development, personal development, and staff development.
- Process training request for and enroll employees for off-site classes in broad range of topics including computer use, management development, and staff development training.
- Conduct training as appropriate with emphasis on team building and management development
Education and Experience:
- Undergraduate degree required, Business Management or related field preferred
- A minimum of five years previous experience, of progressive responsibility in a human resources department required
- Corporate or nonprofit experience in Human Resources preferred
- Experience working with senior level management personnel
- Experience and training in human resource processes preferred
- Several years of experience in a unionized setting would be preferred.
Training Requirements:
- Society for Human Resource Management certification a plus
Knowledge Requirements:
- Knowledge and practical experience in general HR operations
- Good writing skills
- Meticulous organizational and mathematical abilities
- Must have proficiency in computer skills, including Microsoft Word, Excel, PowerPoint, Outlook, and Lotus Notes.
- Must be capable of learning Human Resources Management software.
- Must have excellent communication skills, conflict resolution skills and a high level of attention to detail.
